RIBCHESTER PARISH COUNCIL

 

Minutes of the Council Meeting held at 7.30 pm on Monday 17 October 2005 at SS Peter & Paul’s Parish Centre, Ribchester, Lancashire.

61. APOLOGIES FOR ABSENCE

      Were received from Councillor Mrs J M Berry.

62. DECLARATIONS OF INTEREST

      Councillors Jardine and Royle declared an interest in Agenda Item 5; Allotment issues.

63. MINUTES

      RESOLVED: That the Minutes of the Meeting held on the 19 September 2005 be confirmed as a true record. There were no matters arising from the Minute.

64.ALLOTMENTS

      (a) Concerns were expressed about the security of the access to the Allotment site. It was agreed that the Borough Council should be asked to provide a new gate and posts. If the Borough Council refused to do so, the Parish Council would replace the broken lock and chain.

      (b) Councillors considered the report of the annual rent review, prepared by the Clerk.

      RESOLVED: That the rents charged to tenants for the allotment year 2005/2006 for the three sizes of plot be set at £47.80; £33.17 and £24.87.

65. PLANNING

      (a) Chairman reported on recent decisions of the Planning Committee of RVBC, including those applications delegated to the Chief Executive.

      (b) In the interval between Meetings the following comments had been sent to RVBC in respect of planning applications:-

      05/0792 9 Glen Ave. Knowle Green Replacement of existing front door.

      05/0813 Halls Arms Public House Part replacement. Part new extension

      and part use of previous barn footprint etc..

      (c) Chairman reported on the proposed application for a woodland burial ground on land near the Northcote Manor and the A59 roundabout.

66. BUDGET REPORT

      RESOLVED: That the Budget Report for the half year ended 30 September be received and approved

67. ACCOUNTS

RESOLVED: That the following payments be made: -

68. MATTERS RELATING TO PRINCIPAL COUNCILS

      (a) The Chairman gave the monthly Borough Council report mentioning recent Council decisions in relation to the new licensing arrangements.

      (b) OUTSTANDING ISSUES: The Clerk gave an update of issues within the parish boundary. Concerns were raised about recent failures of the lights on the Pope Croft car park. This issue would be raised with the Borough Council as part of the continuing dialogue on the maintenance of the car park and toilet block.

      (c) CONSULTATIONS: Chairman reported that ‘Nil’ returns had been submitted in respect of three consultation documents issued by the County Council. Two other consultation documents were in the course of circulation for discussion and comment at the next Parish Council meeting.

      (d) RVBC: REFUSE COLLECTION: Councillors discussed a letter from the Waste Management Officer inviting comments on a proposal to introduce a container based integrated refuse and recycling service. Members fully supported the proposal to increase the amount of recycled waste but had concerns about the methods to be adopted. A three-stream collection service required a great deal of management effort to be successful and there were doubts that the Borough Council would be prepared to put in the management effort required. Historic villages, such as Ribchester, also posed particular problems. Many properties had little or no storage space or ready access to the rear. There was little evidence to show that the Borough Council had given sufficient thought to overcoming such problems. Members agreed that a letter should be sent to the Borough Council setting out the Parish Council’s concerns.

69. VILLAGE POLICING

      The Chairman welcomed PC John Treacy to the meeting. PC Treacy gave an update on conditions and issues within the village, touching upon issues related to the playing field and Pope Croft toilet block.

      An open forum on policing issues had been held. Although the turn out had been disappointing some positives had been gained from the meeting and it was proposed to hold a further one before Christmas.

70. BUDGET MEETING

      Was set for Monday 7 November at 1 Blackburn Road, commencing at 7.00pm.

71. LENGTHSMAN DUTIES

      Were set.

72. OTHER CORRESPONDENCE

      LCC: Review of local bus service timetables.

73. DATE OF NEXT MEETING

      Agreed that this would be held at SS Peter & Paul’s Parish Centre on Monday 21 November.

       

      There being no further business the Chairman closed the meeting at 9.30pm.
