RIBCHESTER PARISH COUNCIL

 

Minutes of the Council Meeting held at 7.30 pm on Monday 19 June 2006 at Knowle Green Village Hall, Knowle Green, Lancashire.

20. APOLOGIES FOR ABSENCE

      Were received from Councillor B M Collis.

21. DECLARATIONS OF INTEREST

      There were no declarations of interest.

22. MINUTES

      RESOLVED: That the Minutes of the Meeting held on the 22 May 2006 be confirmed as a true record.

23. MATTERS ARISING

LETTERS: Following the May meeting, a letter had been sent to Nigel Evans MP about the use of mobile phones in hospitals [Min18]. Chairman reported that the proposed letter to County Councillor Wilson, about the Parish Business plan, had been held back pending changes in responsibilities within the County Council’s Environment Directorate.

25. PLANNING

      Chairman reported on recent decisions of the Planning Committee of RVBC, including those applications delegated to the Chief Executive.

      In the interval between meetings, the following comments had been sent to RVBC in respect of planning applications:

06/0260 2 Church Street Replacement sun lounge & single storey extension Recommend Approval
06/0294 Bungalow, Clitheroe Road, Knowle Green Replacement of bungalow & garage with two storey house & garage Recommend Approval
06/0349 New Drop Inn, Old Clitheroe Road Demolish existing porch & construction of new disable entrance etc Recommend Approval
06/0374 Old Buckley Farm, Stoneygate Lane Two new agricultural buildings Recommend Approval

      (c) Comments were raised from the floor about two planning applications; 06/0061 (38/39 Church Street) and 06/0124 (Land at Stoneygate Lane). After a full discussion Council agreed that a letter be sent to the Borough Council expressing concerns about aspects of the applications.

      26. FINANCIAL ACCOUNTS & STATEMENT OF ACOUNT: 2005/2006

      (a) The Annual Accounts for the financial year 2005/2006 were received and discussed.

      RESOLVED: That the Accounts for the financial year ended 31 March 2006 be approved.

      (b) Councillors then considered a Report, prepared by the Clerk, about the completion and presentation of the Annual Return of Account for the financial year 2005/2006. This return is made up of four parts of which the Council is required to complete parts 1 and 2.

      RESOLVED: That –

      - The accounts contained in the Annual Return present fairly the financial position of the Council and are consistent with the underlying financial records.

      - The Statements of Assurance listed at section 2 of the Return be approved without amendment.

27. ACCOUNTS

(a) Clerk reported receipt of the following:

Lady Openshaw: Gift of new parish Minute Book £240.00

(b) RESOLVED: That the following payments be made: -

      Clerk: clerical duties £263.93

      Reimbursement of imprest payments £8.12 £272.05

      Clerk: re C Holden, caretaker duties in May £ 19.50

      J F Slater: Lengthsman duties May £137.34

      Knowle Green Village Hall: Meeting Fee £ 15.00

      T Rainford: Audit fee for 2005/2006 £120.00

      28. MATTERS RELATING TO PRINCIPAL COUNCILS

      VILLAGE ISSUES: The Clerk gave an update of issues within the parish boundary. In response to a request from a resident, the Council agreed to consult the owner of the Spar shop about the provision of a disabled access.

      RVBC: CIVIC DESIGN CONSERVATION AWARDS: Council received details of the proposed scheme for 2006. No parish development was nominated for an award.

      LCC SCHOOL GOVERNORSHIPS: The 2002 Education Act withdrew the right of parish council nominees to sit as school governors. While the reconstitution was phased in gradually over the past three years from 31 August there will no longer be any minor authority governors of local schools. In recognition of this the County Council had written to thank the Parish Council for the support given to St. Wilfrid’s school over many years.

      29. VILLAGE POLICING

      PC Treacy outlined ongoing police issues within the parish area. It was proposed that a PACT (Police & Community together) meeting be held as soon as convenient.

      30. LENGTHSMAN DUTIES

      Were set.

      Agreed that arrangements should be put in hand for an amended version for 2006 to be published in September.

32. DONATION REQUESTS

RESOLVED: That in pursuance of the power conferred by Section 137 of the Local Government Act 1972 the following donation be made:-

      The Ribchester Festival £25

      Home Start Ribble Valley £50

      Vitalise £50

33. DATE OF NEXT MEETINGS

Agreed that these would be held at SS Peter & Paul’s Parish Centre on Monday 17 July and Monday 21 August.

There being no further business the Chairman closed the Meeting at 9.25pm.
